Juvenile Justice Center Opens in Sacramento

A $25.6 million first-phase expansion project of the chronically overcrowded Sacramento County Juvenile Hall will complement two newly constructed facilities at the Bradshaw Road site.

The Juvenile Justice Center complex recently welcomed an expanded and updated Warren E. Thornton Youth Center, a $12 million project that added two housing units, a gymnasium, exercise area, dining areas, classroom and new security systems; and the new $26 million Juvenile Courthouse with six courtrooms, private interview rooms, public lobbies and a children's waiting area.

The Juvenile Hall project, designed by Sacramento-based Lionakis Beaumont Group in association with Design Partnership, added 59,100 sq. ft. of facilities, including three new housing units, a public lobby, intake/release area, mental health offices and central utility plant. Most of the new facilities are one-story, but portions of the housing units are two stories. The three new housing units will add 90 beds.

Woodland-based Broward Brothers Construction was the general contractor on this first phase.

Paul Santacroce, senior architect for the county's architecture services division, said that there will be two more packages, or phases. The second will include a new administration wing, an addition to the warehouse and renovation of the administrative staff support areas. This phase is scheduled to bid in January, with construction to be completed in summer 2007. These additions will add another 14,500 sq. ft. to the complex.

Santacroce said that the third package will include renovation of the existing housing units, warehouse, gymnasium, medical clinic, kitchen/staff dining area and laundry. This project is scheduled to bid in April of '07, with completion by mid-'09.
