Gafcon Embarks on Two Public Projects in El Cajon
and Moreno Valley

Gafcon Inc., the San Diego-based construction management and consulting firm, reports that construction is now underway on a new $40 million Public Safety Building for the city of El Cajon.

The project is being funded by Proposition O, a half-cent sales tax that was approved by El Cajon residents in November 2004.

The 5.7-acre, 119,400-sq-ft Public Safety Building will be a five-story structure with 212,750 sq ft of parking integrated on three levels. The facility will include administrative and operational space for all divisions, a joint police and fire emergency operations center, community meeting room, modern communications center, indoor firing range, crime laboratory, property processing and storage area, short-term custody facility and central data center.

The project is scheduled for completion in June 2011.

Participating in the recent groundbreaking ceremony were El Cajon’s Honorable Mayor Mark Lewis, City Manager Kathi Henry, Police Chief Pat Sprecco, Retired Police Chief James Davis, and Public Safety Facility Finance Planning Oversight Committee Chair Rodgers Smith.

Gafcon was retained by the city in early 2006 to provide program management for the Public Safety Building. KMA Architecture & Engineering was selected as the primary architect and design began in summer 2006. The design and full Environmental Impact Report became finalized in late 2008. Ledcor Construction was awarded the construction contract in March 2009.

The construction team includes KMA Architecture & Engineering, in partnership with McClaren, Wilson & Lawrie, architect, space planner, interior designer and mechanical engineer; Burkett & Wong Engineers, structural and civil engineers; Helix Environmental, environmental engineer; Geocon Inc., soils engineer; Wimmer, Yamada & Caughey, landscape architect; VSA & Associates, acoustical consultant; Brummitt Energy Associates, Title 24 consultant; IT Pathworx, IT consultant; and Rolf Jensen & Associates, fire protection engineer.

Meanwhile, in other Gafcon news, the firm has teamed up with leading designer, Roesling Nakamura Terada Architects (RNT Architects), a San Diego-based architecture firm, to provide design project management for the expansion of Moreno Valley’s public safety building.

The city of Moreno Valley has determined it needs to expand its existing 47,000-sq-ft facility public safety building, located at 22850 Calle San Juan De Los Lagos, to meet the projected service demands for law enforcement based on projected population growth.

Gafcon and RNT Architects have been retained for the programming and conceptual design phase of the city’s future build out project, which will provide incremental growth of 120,800 sq ft for the facility over the next several years. Final design and incremental facility construction will not begin until necessary funding is established.

As project managers of the design team, Gafcon is primarily responsible for maintaining communication with the city staff and managing the internal communication flow, project schedule and budget, and invoicing. The firm will also manage the SharePoint website collaboration tool to facilitate the flow of information among the project team. RNT Architects is responsible for the design and implementation of the project. 

The Gafcon team includes Jared Meyer and Ron Takaki, project managers, and Michael Daley, website designer and administrator for SharePoint360. 

The RNT Architects team includes Ralph J. Roesling, principal-in-charge; Chikako Terada, project manager; and Tyson Cline, project designer. 

The project team also includes Roth+Sheppard Architects, public safety building consultant; Stedman & Dyson Structural Engineers; David Evans and Associates, Inc., civil engineer; and TMAD Taylor & Gaines, electrical and mechanical engineer.
