Turner Named CM for Airport Expansion

OAKLAND -- The Oakland office of Dallas, Texas-based Turner Construction and Turner's Aviation Group have been awarded a contract for the Oakland International Airport Terminal Expansion Program.

Construction is scheduled for completion in 2006.

Turner is the construction manager at risk. The joint-venture architects for the Terminal 2 project are Carter Burgess, Greg Roja & Associates and MWM/YHLA.

The scope of work includes two projects: construction of Terminal 2, consisting of an approximately 300,000-sq.-ft. renovation and extension and the design and construction of a seven-level, 6,000-car garage and customer service building.

Parsons to Work for Winnipeg

PASADENA -- Parsons has been selected by the Winnipeg Airports Authority for a six-year, $6 million contract to provide program management services for the Winnipeg International Airport.

The principal elements of the Airport Infrastructure Redevelopment Plan include a new terminal complex to replace the old terminal, which was built in the 1960s; a new parking garage; upgrading and expanding the central utility building systems; site and utility services; and other infrastructure and roadway improvements. Construction at the airport is scheduled to begin in April.

Despite recent disruptions in the industry as a whole, passenger traffic at Winnipeg Airport will be approximately 3 million in 2003, a 50-percent increase over the past 10 years, and is projected to reach 4 million by 2012. Although limited by its facilities' current capacity, Winnipeg is already one of the busiest cargo airports in Canada.

A veteran in aviation services, Parsons is currently working on a number of large airport capital development programs worldwide, including 35 airports in the United States, China, Korea, Greece, Egypt, the Caribbean and Latin America.

Touchstone Joins Bridge and Tunnel Division

Pasadena-based Parsons has appointed Bradley C. Touchstone as bridge architect/bridge aesthetics manager of its bridge and tunnel division. He will be based out of Parsons' Tallahassee, Fla., office.

Touchstone will manage Parsons' bridge architectural and aesthetics activities for conventional and complex bridge projects worldwide.

Touchstone received the Florida Association of the American Institute of Architects Unbuilt Design Merit Award. Previously, as a sub-consultant to Parsons, Bradley was instrumental in achieving several design competition wins and accolades for the bridge and tunnel division

Prior to joining Parsons, Touchstone was a bridge architect for the Figg Engineering Group in Tallahassee, Fla. He served as bridge architect on such notable bridge projects as: New Maumee River Bridge, Toledo, Ohio; Victory Bridge, Perth Amboy, N.J; Tyler McConnell Bridge, Wilmington, Del.; Four Bears Bridge, New Town, N.D.; and the Peace Bridge, Buffalo, N.Y. His responsibilities on these projects as bridge architect ranged from preliminary architectural design and 3D visualization to participation in the development of new building systems. Touchstone's involvement in these projects included participation in construction of full-scale mock-ups and in testing to ensure that the system would withstand the rigorous in-service demands with minimal maintenance for over 100 years.

"With the addition of Bradley to our team, Parsons will focus on designing award-winning conventional and complex bridges for our client base that are both aesthetically and technically innovative," said R. Craig Finley Jr., Parsons senior vice president. "Bradley has the ideal combination of architectural expertise and the vision and creativity to design remarkable structures that will allow Parsons to dominate the international field of bridge design." Finley added.

Mr. Touchstone holds a Bachelor of Architecture degree from Mississippi State University and is a registered architect in Florida, Ohio, Delaware and New York.
