Richard Simons Rejoins Sudberry Properties in San Diego

Richard H. Simons rejoined Sudberry Properties Inc. as partner and principal, where he will oversee the company's portfolio of office and industrial developments.

His responsibilities include implementing all aspects of the development process.

Prior to rejoining Sudberry Properties, Simons served eight years with Legacy Partners Commercial Inc. in San Diego. He joined Legacy as vice president and was promoted to senior vice president in charge of the Southern California division. Simons oversaw the management of eight projects throughout the region (including the Las Vegas market) totaling more than 2 million sq. ft. and was involved in more than $300 million in acquisitions and development.

Previous experience includes 10 years as developer for Del Mar Development/Silverhorse Vineyards in Paso Robles, where he developed two industrial projects and a retail development. He also served for two years as a project coordinator for Pardee Construction Co., where he was responsible for all aspects of development for commercial and industrial/office sites in three major master-planned communities in San Diego and Las Vegas.

Swinerton Builders Names Charlie Kuffner Executive Vice President

Charlie Kuffner, manager of Swinerton Builders' Northern California Region and a 23-year veteran of the San Francisco-based firm, was elected to the position of executive vice president.

Kuffner oversees Swinerton's building and tenant improvement operations in San Francisco, Oakland and Santa Clara; William P. Young Construction, a civil contractor based in Concord; and Sacramento-based Harbison-Mahony-Higgins Builders.

He has a master of science degree in engineering management from Stanford University.

John Kerley, Scott Vath Hired by Suffolk Construction

Massachusetts-based Suffolk Construction Co. has hired John C. Kerley as president and general manager of its western operations and Scott Vath as vice president and general manager of its California division. Both will be based in Irvine.

Kerley previously was president of the California division of Howard S. Wright Construction Co. He also worked for San Mateo-based Webcor Builders and Irvine-based Koll Construction Co.

Vath comes to Suffolk from J.E. Dunn Construction Co. of Kansas City, Kansas.

Ray Deutsch Joins Westberg + White Architects and Planners

Longtime Santa Barbara County architect Ray Deutsch has joined Tustin-based Westberg + White Architects and Planners in Santa Maria as community relations director.

Deutsch has 40 years of architecture experience.

He was chairman of the Santa Barbara County Board of Architectural Review and a principal of Hall, Hurley, Deutsch (HHD Architects Inc.), where he managed such projects as the Santa Maria Hilton (now Radisson hotel), offices for Santa Maria's planning and public works departments, Sisquoc Winery and Orcutt Union School District's modernization of eight campuses.

Deutsch also served as president of Central Coast Development Corp. and the Santa Maria Valley Economic Development Association. He was a member of the California Defense Conversion Council and vice chairman of the board of directors of the California Space Authority.

Cynthia Keeffe Joins SmithGroup's Health Care Studio

Architect Cynthia Keeffe left San Francisco-based Chong Partners Architecture to join the Los Angeles office of SmithGroup, an architecture, engineering, interior architecture and planning firm.

Keeffe is a senior project manager of the firm's health care studio.

Keeffe has 20 years of experience managing health care projects, most recently for Chong Partners in San Diego.

She earned a master of architecture degree from the University of Utah's College of Architecture and Planning and continues to serve as a guest juror and lecturer for the school's design and professional ethics studios.

Snyder Langston Increases Project Staff; Greg Holcomb Transferred to Retail Group

Snyder Langston, an Irvine-based builder/developer of commercial and industrial real estate, added six employees to its staff and transferred Greg Holcomb to lead its retail building group.

Holcomb, who previously led the firm's automotive and hospitality building groups, spent the first 12 years of his construction career in the retail market sector.

The new employees are: Scott Babcock, project executive of the industrial building group; Steve Bukich, project manager of the high-density residential building group; Javier Rodriguez, project manager of the retail and automotive group; Pierre Bouchard, project superintendent of the automotive building group; Steve Gabbert, project engineer, of the office building group; and Jennifer Pawlak, a member of the office services group.

Edward Carfagno Joins RNL Design

Edward L. Carfagno joined the Los Angeles office of RNL Design as a senior associate/director of design technology.

Before joining RNL, Carfagno was a senior associate at the Los Angeles office of Hardy Holzman Pfeiffer Associates, where he served as project director for the design and construction of Soka University of America's campus in Aliso Viejo and the restoration and expansion of the Griffith Observatory in Los Angeles.

His 30 years of project management experience includes the International Hotel Sharjah in the United Arab Emirates, DreamWorks Animation Studios in Glendale and Crown Hill Development in Los Angeles.

EBS Promotes Gregory Stull

Gregory N. Stull was promoted to staff professional at San Diego-based Environmental Business Solutions, an SCS Engineers Co.

Stull participates in Phase I and Phase II assessments, solid waste planning, asbestos sampling projects and the prevention and control of storm water pollution. Stull has held an associate professional position at EBS for three years.

He also was a wildlife biologist volunteer intern at the U.S. Fish and Wildlife Service's Patuxent Wildlife Refuge in Laurel, Md., and worked in the communications department at the National Wildlife Federation in Washington, D.C.

Keeton Construction Hires Butch Cudmore

Butch Cudmore joined Temecula-based Keeton Construction Co. Inc. as a project superintendent.

He previously was a senior superintendent for EDT Engineering in Laguna Hills.

He also was a senior superintendent for KPRS Construction in Brea and superintendent for Ontario-based Fullmer Construction.

Cudmore has 22 years of experience in the construction industry.

Sundt Adds 4 to Sacramento Staff

The Sacramento office of Sundt Construction Inc. recently hired Grant Rosenbaum, Steve Carlquist, Kevin Mosher and Bob Jackson.

Rosenbaum is a preconstruction manager. The 14-year construction veteran previously ran the preconstruction department at the Sacramento office of Flintco, an Oklahoma-based general contractor. He is working on the UC Davis Health System Education Building and the Riverview office building in West Sacramento.

Carlquist, a project manager, comes to Sundt from Brown Construction, a local general contractor. He also is involved in the UC Davis project.

Mosher, a project manager, relocated from Bay Area-based San Jose Construction. He is working on the Embarcadero Court office building in West Sacramento and the Four Seasons Clubhouse in El Dorado Hills.

Jackson returns as a project superintendent after a stint with Flintco. He is working on the Global Hawk Dormitory at Beale Air Force Base in Marysville.
